HONOLULU – Marine Corps Base Hawaii has secured a significant $35 million contract to enhance its telecommunications infrastructure, a move aimed at modernizing critical communication systems at the facility located on the Mokapu Peninsula. The Engineering and Support Center, Huntsville’s Facility Technology Integration-General program announced the contract aimed at improving secure communication capabilities across key sites on the base.
The new contract will provide comprehensive engineering, procurement, installation, operation, maintenance, and sustainment of all telecommunications systems and networks not only at Marine Corps Base Hawaii but also at its ancillary sites. This modernization initiative comes in response to growing concerns over outdated legacy telecommunications infrastructure and unsupported equipment throughout the region.
As part of the military’s strategy to bolster secure forward-based training and operational support, the contract is crucial for facilitating power projection into the Indo-Asia Pacific region. The need for robust communication systems has become increasingly pressing, particularly as the base is expected to meet evolving operational requirements.
The challenges leading to this upgrade stemmed from the termination of the Pacific Enterprise Services-Hawaii contract, which was managed by the Defense Information Systems Agency (DISA) for the past 37 years. DISA announced its decision not to renew the contract, thus transferring communication capabilities to various military departments and Department of Defense activities, which brought to light the insufficient staffing and outdated equipment within the base’s Communications and Information Systems Directorate.
With an urgent call for support, the Huntsville Center’s Facility Technology Integration-General program was contacted to address the deficiencies and implement a new telecommunications strategy. As part of the transition process, a minimum of 60 days is required for the new contractor to reach full operational performance under the new agreement.
The initial phase of this modernization involves migrating the outdated telecommunications systems to updated voice-over Internet Protocol (VoIP) solutions. This transformation aligns with the Marine Corps’ Force Design 2030 initiative, which focuses on enhancing operational capabilities and improving the quality of life for personnel stationed at the base.
The Huntsville Center’s contracting staff played an instrumental role in expediting the approval process of this vital contract. Maintaining effective communication with senior leadership at the Marine Corps Installation Command was also emphasized to ensure a smooth transition and implementation.
